Designed for services in the program areas of employment, hospitals, and other health and mental health care programs, adult and vocational education, refugee crime or victimization, and citizenship/naturalization for those localities most heavily impacted by Cuban and Haitian entrants and refugees, particularly where arrival numbers in recent years have increased.
